Why did Grants Pass OR of all places become a tramp/bum hangout?

Hate it when some little town gets tramped out...Is there a crew change there or something? Are they giving away free drugs? Free beer?

It probably started with the weed trimming jobs and just stuck If i had to guess. I don't think its a crew change. I think it goes Eugene, k falls, then Roseville for that, but i could be wrong. But anyway I don't like the vibe in that area. Just doesn't feel good to me.
