well neither of really know what we're talking about but look at the world population before the industrial revolution. apparently it's about 1/7th of what it is now. so about just under 1b people worldwide. That's approx an 85% reduction.
I think in the absence of industrialized agriculture and supporting technologies, that reduction is not unrealistic.
In the intervening conflict, its not impossible it could be even lower.
I think in those instances the capacity and inclination to travel and live isolated may be an important survival factor.
