If a house has all the electrial componets in tact, is there anything wrong with paying the power company to turn the electric on? The bill would be in my name. I am in the U.S.
In my experience, it depends. Even in the same place (Oakland, CA) one place it was part of our proof of residence, another place the electric company tipped off the landlord who had his goons rip off the porch (our access to the second floor) and board up all the doors and windows the next day!
