I seen a person a few weeks ago that had a cat carrier that was fabric and mesh. It had straps like a backpack and they were walking with their cat. Something like that may be an option. Also, sometimes it's better to ask for forgiveness than permission. Just walk in.
In all honesty cracking a squat would be a better option or in a perfect world an actual hot tent setup. Try to stay out of the wind, sleep with thermals, clothes and insulated bibs and jacket in your bag with layers between you and the ground.

If you manage to find a few planks you can span the gap between the bridge girders and have a pretty sweet little loft. Looks like a nice quiet spot to me.

I haven't tried this one myself but I'm definitely thinking about it. That and a tarp, you can roll em all up together and strap it to your pack. With a bit of rope you can make a shelter with the tarp and then the rest to sleep in.
Sorry you're losing interest but I like it the way it is. I personally don't want to see it change and if I am obligated to pay in order to make use of features then I'm out.

My lady and I love going and finding new trails and hiking to see waterfalls and other naturally occuring landmarks or historical spots. Street festivals are usually free, pwyc punk shows, or just walking around looking at archetecture and neat buildings.
