If I buy a small sail boat, can I anchor anywhere in the ocean near shore and stay as long as I please, or to be more specific, Biscayne Bay, Miami, FL?
No. Generally, there's specifically designated anchorages which you can anchor in, and many of them have their own rules about how long you're supposed to be there. Generally, if you don't see some boats out there at anchor already, the answer is no.
