If you are unwilling to put down several hundred dollars for a 100 channel scanner there are other lighter options.
Using an android device along with a DVB-T dongle attached to an attenna and you have a complete scanner.

it should be noted that you can get a completely decent scanner from $50-$100.

but, this is a very interesting tool... and cheap. i might just have to play with it

Oh those darn apps. I have a police scanner app downloaded free. Rather interesting I must say.

Battery life is indeed a problem on most phones. However there are ways to mitigate this by rooting and flashing ROMs to your device. I prefer Cyanogen Mod as my ROM of choice. If you Just root your device then you can install several battery saver apps. That being said this scanner app does not use most of the functionality of the phone. I've been playing around with it and am just having my mind blown.
