no. that would kill yer back more then those things do already. yea they are damn near bullet proof but they are just awful imo. check out the bike touring section.
 
instead of lashing everything to the back might wanna get bigger rear and front panniers, that looks like it would throw the bike off balance a bit. or maybe get a trailer for all of that stuff, i dont know how much gear that is but from the picture it looks like either alot of just very bulky items.
 
i mean of course its doable, its just not gonna be the most comfortable way to bike.
 
Looks like a lot of wind resistance too. I would try to pack things a bit tighter. You can make panniers out of kitty litter buckets. Google it. Good luck broski.
 
You can permanently fuck your back up by cycling with so much gear on your back.
I understand being on a budget, but some things ate just with spending the money on
