I need one of these. How hard would it be to fabricate? I don't actually need the hook I need to shoot a weight over something and hoist a flag.

Wow I really thought grappling hook technology would have advanced. What do you guys think about a bow and with a washer instead of a point?

That was my first thought as well. Tie a washer to a length of fishing line, tie the fishing line to a length of string, tie the string to a length of rope, etc. etc. so you just have to fling the washer over your target then pull the line until you get to the rope.

You could do the same thing with a CO2-powered potato launcher and some closed-cell foam to act as "wadding" for your weight.
