Train hopping dies down quite a bit in the coldest couple/few months of the year, that's why spring was mentioned. 50-70mph winds created by the fact you're traveling at those speeds on a freezing cold slab of steel can be quite unforgiving if you're not trying to carry around an extra 20 lbs in quilt lined coats, thermals and whatnot. Some still do it, but it's a lot less common than the spike you'll see occur in the spring.
